Police received a report of a suspicious black SUV driving around Pine Lake Park Saturday afternoon between Fifth and Sixth avenues.

A 24-year-old Toms River man went into police headquarters and reported that a man driving a black SUV in that area had shot a gun out his passenger-side window, striking his vehicle. The bullet didn’t hit him or his passengers, but caused injuries because of shattered glass. That victim was taken to Community Medical Center and later released.

Patrols at first turned up nothing. Security footage from the recreational area on those avenues caught Shepherd and his vehicle on video.

The Ocean County Sheriff’s Office Crime Scene Investigations Unit as well as members of the department’s Investigations Bureau, and Toms River Police, assisted.
Shepherd is being held at Ocean County Jail.
