Jackson Names Terefenko As Business Administrator

JACKSON – After years working behind the scenes in municipal offices and public safety agencies across New Jersey, Charles W. Terefenko is bringing his experience to Jackson Township as the township’s new business administrator.

Terefenko takes on the role at a time when township leaders say steady management and clear coordination are essential. As business administrator, he will oversee daily operations, manage department heads and help carry out policies set by the mayor and Township Council, ensuring municipal services continue to run smoothly.

Most recently, Terefenko served as borough administrator and director of public safety in Tinton Falls, where he coordinated municipal departments and public safety operations while navigating the complexities of state regulations and local governance.

His career path includes senior roles with the New Jersey Office of Homeland Security and Preparedness, the Monmouth County Prosecutor’s Office and the Middletown Township Police Department. Before his civilian service, Terefenko served in the United States Army and is a veteran of Operation Desert Storm.

Mayor Jennifer Kuhn said the township was looking for a leader with both administrative skill and a strong understanding of public service.

“Jackson is continuing to grow and evolve,” Kuhn said. “Charles Terefenko has the experience and judgment to help guide our operations with professionalism and integrity.”

Council President Mordechai Burnstein said the appointment reflects the governing body’s focus on accountability and efficiency.

“We wanted someone who understands how all the pieces of local government fit together,” Burnstein said. “Mr. Terefenko has worked at multiple levels of government and brings that knowledge with him.”

Council Vice President Giuseppe Palmeri added that Terefenko’s background in emergency management and administration will benefit the township as it plans for the future.

In addition to his government service, Terefenko holds a master’s degree in public administration and has completed advanced leadership certifications recognized by the State of New Jersey. He has also spent years in the classroom as an adjunct professor at Monmouth University and Brookdale Community College, teaching public administration, homeland security and criminal justice.
