Four Charged In Ocean County Drug Distribution Probe

TOMS RIVER — Four Ocean County residents were charged with drug-related offenses following a multi-agency investigation into the distribution of illegal narcotics, according to Ocean County Prosecutor Bradley D. Billhimer.

Authorities said detectives with the Ocean County Prosecutor’s Office Narcotics Strike Force worked alongside the FBI Safe Streets Task Force based in Red Bank and the Beachwood Police Department Detective Bureau during the investigation, which began in October 2025.

Investigators identified a Beachwood man as a suspected cocaine distributor operating in the county. On January 29, law enforcement conducted stationary and mobile surveillance before stopping a black 2015 Chevrolet Impala near Exit 80 of the Garden State Parkway. A court-authorized search of the vehicle followed.

Ibn Moye, 34, of Beachwood, was taken into custody without incident and charged with possession of five ounces or more of cocaine with intent to distribute, possession of cocaine, tampering with evidence and possession of drug paraphernalia. He was transported to the Ocean County Jail, where he remains pending a detention hearing.

At the same time, members of the Ocean County Regional SWAT Team executed search warrants at Moye’s residence and a camper located on the property. Three additional individuals were arrested as a result.

Authorities reported seizing approximately 400 grams of cocaine, more than one-half ounce of methamphetamine and materials consistent with narcotics packaging and distribution.

Charles Warford, 67, of Beachwood, was charged with possession of cocaine and possession of drug paraphernalia and was lodged in the Ocean County Jail pending a detention hearing.

Amanda Vasquez, 32, also of Beachwood, was charged with possession of cocaine with intent to distribute, possession of methamphetamine with intent to distribute, possession of cocaine, possession of methamphetamine and possession of drug paraphernalia. She was also taken to the county jail pending a detention hearing.

Hayley Parker, 34, of Toms River, was charged with possession of cocaine and possession of drug paraphernalia. She was served with summonses and is scheduled to appear in Ocean County Superior Court at a later date.

Billhimer credited the Ocean County Prosecutor’s Office Narcotics Strike Force, the FBI Safe Streets Task Force, Beachwood Police Department, South Toms River Police Department and the Ocean County Regional SWAT Team for their coordinated efforts in the investigation.
