Ocean County Man To Serve 10 Years In Child Porn Case

NEW JERSEY – An Ocean County man has been ordered to serve 10 years in federal prison after investigators found more than 250 images of child sexual abuse on an electronic device in his home, federal prosecutors announced.

John Mangan, 79, of Lanoka Harbor, previously admitted to a charge of possessing child pornography. U.S. District Judge Michael A. Shipp handed down the sentence in Trenton federal court.

According to court filings and testimony, federal agents with Homeland Security Investigations executed a search warrant at Mangan’s home on October 29, 2024. During the search, investigators recovered an electronic device containing the illicit images.

Prosecutors noted that Mangan has two earlier convictions involving minors: a New Jersey conviction for sexually assaulting a child during his time as a school principal, and a separate federal conviction for possessing child pornography.

In addition to the prison term, Mangan will be subject to five years of supervised release and must pay restitution to the victims depicted in the recovered material.

Acting U.S. Attorney and Special Attorney Alina Habba credited Homeland Security Investigations Newark, led by Special Agent in Charge Michael S. McCarthy, for their work on the case. Assistant U.S. Attorney Matt Belgiovine handled the prosecution.

The case was pursued under Project Safe Childhood, a Justice Department initiative focused on identifying and prosecuting offenders involved in child exploitation and rescuing victims nationwide.
