TOMS RIVER — A Manchester man has pleaded guilty to cocaine distribution charges stemming from three separate narcotics investigations in Ocean County, prosecutors said.
Tariki Foster, 41, entered the pleas July 20 before Superior Court Judge Kenneth T. Palmer, according to Ocean County Prosecutor Bradley D. Billhimer.
Foster admitted possessing at least 5 ounces of cocaine with the intent to distribute following a June 6, 2025, investigation in Manchester. He also pleaded guilty to distributing cocaine in Toms River on July 17, 2025, and possessing between one-half ounce and 5 ounces of cocaine with the intent to distribute in Toms River on Sept. 19, 2025.
Prosecutors said they will seek an 18-year state prison sentence for the Manchester offense, a five-year sentence for the July Toms River case and a 10-year sentence for the September case. The terms would run concurrently, meaning Foster would serve a total of 18 years if the judge accepts the state’s recommendation.
Sentencing is scheduled for Sept. 4.
The first case developed as New Jersey State Police detectives investigated suspected cocaine trafficking. Authorities executed a search warrant at a Toms River residence on June 6, 2025, that Foster allegedly used to store and distribute drugs.
Detectives recovered more than 10 ounces of cocaine, prosecutors said. Foster was arrested at the home and later released under New Jersey’s bail reform system.
Toms River police began another investigation the following month after detectives allegedly saw Foster conduct a suspected drug transaction with two people inside a white Jeep.
Police stopped the vehicle and found about 2.5 grams of cocaine, according to the prosecutor’s office. Investigators determined Foster had sold the cocaine to the occupants, whose charges remain pending.
Foster was arrested at a Toms River convenience store and again released pending court proceedings.
The third case resulted from a separate investigation involving the prosecutor’s Narcotics Strike Force and several local, county, state and federal agencies.
Investigators identified Foster and Joseph Broxmeyer, 58, of Jackson, as suspected distributors of cocaine and methamphetamine in Ocean County, prosecutors said.
On Sept. 19, 2025, the Ocean County Regional SWAT Team searched a Brick storage facility and homes in Toms River and Jackson. Authorities seized cocaine, methamphetamine, MDMA, drug paraphernalia and nearly $5,170 in cash.
Foster was arrested at the Toms River residence and has remained in the Ocean County Jail since that date.
Broxmeyer was also arrested and later released. The charges against him remain pending, and he is presumed innocent unless proven guilty.
Billhimer credited multiple law enforcement agencies and the prosecutors handling the cases for their work on the investigations.
